Water District One

On January 25, 2022, the property owners in the Town of Torrey's Water District One (WD1) authorized the Town Board to finalize the plans to bring municipal water to their properties. WD1 is located in the Northeast corner of the Town of Torrey bounded on the East by Seneca Lake, the West by NYS Rte 14 starting at Albany Road and terminating at Davy Road.

The installation of the municipal water lines required the Town of Torrey to enter into an agreement with the Town of Benton not only to supply the water from its Kashong Wells ($3.00/1000 gal.) as well as a contract for administrative, operation, and maintenance services ($11,600/year).

The Town Board also utilized Municipal Solution services (Mary Chappell) to obtain grants and loans to finance the $2.4 million project. This was done with the cost of the project to the property owners of $55,070 per year. The individual debt service is based on the number of Eligible Dwelling Units (EDU) assigned to a property (1 EDU = $1004/year). The loan is for 38 years.

Finally, the Town board enlisted the engineering services of Clark, Patterson, & Lee (Jeremy DeLyser) to provide the design specifications for the project , prepare the bid package, solicit bids, and serve as the project administrator (Connor Himes).

The bids were opened in November of 2022 with Nardozzi Construction awarded the contract.

Ground was broken for the project in February of 2023 and was completed in September of 2024. There were initially 43 meter pits installed and 27 property owners who purchased meters ($355) each. They started drawing water at a quarterly minimum rate of $60.00 for the first 6000 gallons with $5.50 for each 1000 gallons above that amount.
Since the initial construction phase completed in September 2024, WD1 has grown to 57 EDUs, 50 meter pits installed, and 34 property owners now drawing municipal water.
